A Cabinet Minister had MPs roaring with laughter as she dismissed Birmingham MP Liam Byrne’s controverisal diktat telling civil servants how he likes his coffee as “froth”.

Harriet Harman, Leader of the Commons, made light of adding to reaction to the 11-page document, describing ‘Working With Liam Byrne’ as the “cappuccino memo”.

Mr Byrne, the MP for Hodge Hill and Minister for the Cabinet Office, has attempted to laugh off the leaked document.

He described the notes as an effort to prepare staff for the “shock of their workaholic new minister and his faults and foibles”.

His do’s and don’ts include cappuccino when he arrives for work, an espresso at 3pm and soup between 12.30pm and 1pm. Ms Harman said: “As you worked yourself into what perhaps I could describe as a lather about what has been called the cappuccino memo, I would reassure you it is all just froth.”
