The leader of Dudley Council is stepping down after six years in the role.
Coun David Caunt has also been leader of the Conservative group since 1992.
The Wolverhampton University lecturer said: “Over the next few years the council will have to change dramatically and some hard decisions will have to be made. At a time when the senior officer team has been refreshed I consider it is time for the controlling group to do likewise.
“I am proud to be stepping down as leader at a time when the council has been nationally recognised as an excellent authority.”
The new leader of the council and Conservative group will be elected at the annual group meeting tomorrow and be ratified at the annual council meeting on May 21.
