Wolverhampton's £8 million new Learning Quarter is to be officially opened by Chancellor Gordon Brown today.
The centre aims to provide training facilities to encourage adults back into education.
The site, which also includes a non profit-making cafe and joint nursery and information centre, will primarily focus on the expanding service sector.
A commercial restaurant, travel agent, and hair and beauty salons have been set up where students can gain experience in real life working environments.
Chris Parsons, head of Wolverhampton City Council Adult Education Service, said he expected Mr Brown to be impressed by the complex.
"As soon as he enters the Learning Quarter, we are sure the Chancellor will appreciate the difference such a development has made."
