A roadworks gang clocked up less than one hour of genuine labour in an eight1/4hour shift, a council revealed.
An investigation of the team - from Carillion - by Surrey County Council found they had stopped at a bank, had two trips to a bakery and chatted with other workers.
Carillion said: "The example given of our gang only working one hour in a day should be taken in context as an isolated incident."
